Nice hip-shot (pun intended)!
Having just read your 'about' page I'm curious about the chill on street photography in Québec. Certainly gives one second thoughts. Luckily I discovered this issue only after I'd merrily done a bunch of street photography in Montreal (mostly on The Main) and posted it in small series here, here, and here.

Damon, those are excellent street shots from The Main!
With regard to the "chill," the funny thing is that most people seem to be unaware of the legal situation, so it's hard to assess how "chilled" things are. That said, there doesn't seem to be a lot of street photography going on here, but I don't know how much of that is due to the law, and how much it is simply one of the many odd things about Montreal.
I know this: despite the law, the vast majority of people would not prosecute if they found out a street photo of them was published somewhere (unless it was potentially embarrassing). This is partly because of the lack of awareness of the legal situation, but also because by and large, Montrealers are very supportive of the arts, including (in a big way) photography.
